Citizen Values Assessment
Citizen Values Assessment (CVA) is an instrument to broaden the scope of Environmental Impact Assessment (EIA). In CVA, the potential impacts of planned interventions are investigated from the perspective of those citizens who are potentially influenced by those interventions. The central idea behind CVA is that the importance individual citizens attach to particular environmental characteristics often differs (at least partly) from expert judgments. Further, the qualities of the living environment are not only related to the physical environment, but also includes social issues like risk perception, accessibility of facilities and social cohesion. CVA, therefore, provides additional relevant information about the potential impacts of planned interventions to decision-makers. By means of CVA, EIA is enriched with both social issues and citizens’ judgments on environmental qualities and potential impacts.
